While nation states would love to control digital identities, they are simply too far away from the citizen, Israel and a few small island nations excepted. In the US it will be done by the states using the infrastructure set up by the drivers license bureaus. The Department of Homeland Security has set up the Global Entry System (GOES). It is optional, at least for now, very expensive, and accepted only by DHS itself.
The real issue is not the technology used to implement the credential but the integrity of the enrollment process.
